                 It is accepted all over the world that the Ombudsman system is a highly effective
                 mechanism in resolving disputes and problems between citizens and the administration.
                 In our country, since 2013, the Ombudsman Institution has been carrying out
                 its activities and finding solutions to the problems of the citizens. During this ten-
                 year period, significant progress has been made for our country in the awareness of
                 the ombudsman both in the national and international arena. As we enter the year
                 2023, the Ombudsman Institution continues its duties with a much more well-known
                 understanding that is believed to solve the problems.

                 As is known, the Ombudsman Institution has an important role in ensuring accountability,
                 transparency, rule of law and citizen participation in public administration. The
                 institution can easily address the problem with the examination tools it has, and thus
                 contributes greatly to strengthening the trust in the administration and making the
                 good administration oriented approach permanent. In particular, with the power of
                 being affiliated to the Grand National Assembly of Türkiye, the Ombudsman Institution
                 encourages the administrations for an amicable settlement regarding the complaints it
                 receives and guides the administrations with its decisions if necessary.

                 As Ombudsmen, we, as a mediator mechanism between the administration and the
                 citizen, strive to resolve the grievances and losses of rights amicably, caused by the
                 disproportionate use of public power by public administration actors or the failure
                 to perform their duties properly, before going to court. With this sense of duty, as in
