of these tragedies and human rights violations. Thus, we have prepared a special report
on “Pushback” of Human Rights regarding human rights violations perpetrated by Greek
and European Union institutions and organizations in the Aegean Sea, particularly in cases
of unlawful pushback. In addition, we organized the “Knowledge and Experience Sharing
Conference on Human Rights and Migration” on 9-10-11 November 2022 in Istanbul.
Apart from this special report, we have prepared and published the On-Site Investigation
Report on the Study Visit Conducted to Hungary related to Ukrainian Refugees.
The Ombudsman Institution continued its cooperation with NGOs. Chief Ombudsman
of Türkiye, Ombudsmen and Experts held regular meetings and exchanged views with
NGOs and professional organizations such as the Confederation of Turkish Trade Unions
(TÜRK-İŞ), Confederation of Turkish Real Trade Unions (HAK-İŞ), Confederation of
Public Servants Trade Unions (MEMUR-SEN), Confederation of Public Employees’
Trade Unions (KESK), Confederation of Revolutionary Trade Unions of Türkiye (DİSK),
Union of Chambers and Commodity Exchanges of Türkiye (TOBB), Union of Turkish
Bar Associations, Union of Municipalities of Türkiye. In the provincial meetings, where we
aimed to spread the culture of seeking legal remedies, we held meetings with approximately
30 local NGO representatives in each of them, with a total of 600 local NGO representatives,
in particular from TÜRK-İŞ, HAK-İŞ, MEMUR-SEN, Confederation of Public Employees
Unions of Türkiye (KAMUSEN), KESK, DİSK. We also met with the bar associations and
chamber representatives in the provinces.

I would like to express my gratitude to Ombudsmen Mr. Yahya Akman, Ms. Fatma Benli
Yalçın, Mr. Arif Dülger, Mr. Sadettin Kalkan, Ms. C. Özlem Tunçak, who examined the
complaints received in their fields within the framework of our division of work, as well as
to the experts, office staff and all my colleagues who worked with them.
I would like to take this opportunity to thank the Speaker of the Grand National Assembly
of Türkiye Prof. Dr. Mustafa Şentop, the Chairman of the Petition Commission Ms.
Mihrimah Belma Satır and the Chairman of the Human Rights Inquiry Commission Mr.
Hakan Çavuşoğlu, whose support we feel strongly, in order for Ombudsman Institution
to become more effective and stronger. During the discussion of the Annual Report and
the budget of the Ombudsman Institution, the Institution received great support from the
Chairmen of the Commissions and Turkish deputies in the Plenary and Commissions of
the Grand National Assembly of Türkiye. In this context, I would like to express my sincere
thanks to the esteemed chairmen and members of the Joint Commission, to the esteemed
chairman and members of the Planning and Budget Commission, and to all the deputies
who expressed their views at the Plenary Session of the National Assembly.

The activities mentioned in the 2022 Annual Report are the result of a strong, dynamic, and
devoted teamwork. I would like to express my heartfelt thanks to all my colleagues, from
our Ombudsmen to our Secretary General, from our employees to our officers, from our
experts to our department managers, who did their best to find solutions to the problems
of our citizens, for their great contributions and hard work.
