which has resulted of the increase in the number of recommendations. As a matter of
fact, in the 5-year period between 2013 and 2017, a total of 792 recommendations were
issued by the Ombudsman Institution, while the number of recommendations issued in
2018 was 946, which is more than the total of the 5 years. In 2019, there was a significant
increase in the number of recommendations, and this number reached to 1,270. As for
2020, 68,128 recommendations and 704 partial recommendations-partial refusal decisions
were issued. The pandemic had a significant share in this increase in 2020. In 2021, 1,201
recommendations and 403 partial recommendations-partial refusal decisions were issued.
In 2022, 1,097 recommendations and 625 partial recommendations-partial refusal
decisions were issued.
We held several meetings with Ministers, Deputy Ministers and General Managers to
resolve complaints faster. In addition, we requested from the Ministries to appoint a Deputy
Minister as the contact point with the Ombudsman Institution in order to resolve the
complaints at the highest level by correspondence with the Ministries. We receive feedback
that the relevant Ministries have started to make appointments. We plan to continue and
increase this cooperation in order to create a bridge between the administrations and the
citizens, to resolve complaints in an amicable way and to increase compliance with issuing
recommendations.
In this period, we continued to encourage Ombudsman Clubs in order to introduce the
Ombudsman Institution to young people and to spread the culture of seeking legal remedies
among young people. As of 2022, the number of the University Ombudsman Clubs has
reached 150. With the aim of spreading the culture of Red Crescent and volunteerism among
the students of KDK Ombudsman Clubs, and the culture of ombudsman and seeking legal
remedies among the youth within the Red Crescent, we signed a cooperation protocol

between Ombudsman Institution and the Turkish Red Crescent on 17 of August. We
came together with the representatives of the Ombudsman Student Clubs at the workshop
held at the Red Crescent Heybeliada Camp on 3-5 October.
We organized conferences on “Ombudsman and Türkiye’s goals for 2023” at the Eastern
Mediterranean, Girne American and Final International, Alanya Alaaddin Keykubat,
Zonguldak Bülent Ecevit, Amasya and Tokat, Maltepe and Yalova, Erzincan Binali Yıldırım,
Tunceli Munzur, Elazığ Fırat Universities.
As it is known, Ombudsman Institution is the only institution in Türkiye that receives
applications directly from children without the need for parental approval or permission.
In cooperation with the Ministry of National Education, in order to raise the awareness
of seeking legal remedies among primary and secondary school students, the subject of
“Ombudsman” which is included in the fourth grade has also been included in the curricula
of the seventh and ninth grades. In this way, we have introduced the Ombudsman Institution
to millions of students and announced its mission. We organized “Ombudsman Institution
and Children’s Rights” training for the lawyers of the bar association.
The Ombudsman Institution continued its provincial study visits in 2022 with regional
meetings with the theme of “The Ombudsman Meets with the Public”. We met with
citizens, NGOs, opinion leaders, the village headmen and the provincial administrators
in Manisa, Tekirdağ, Erzurum, Antalya/Alanya, Isparta, Burdur/Bucak, Eskişehir,
Zonguldak, Şanlıurfa, Gaziantep, Sivas, Tokat, Amasya, İstanbul, Yalova, İzmir,
Diyarbakır, Erzincan, Tunceli and Elazığ provinces.
