THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE



                 FOREWORD BY CHIEF OMBUDSMAN MR. ŞEREF MALKOÇ


































                 The Ombudsman Institution is a constitutional institution for seeking legal remedies,
                 established for the development of an accountable administration approach that respects
                 human rights and operates in accordance with law and equity.
                 The Ombudsman Institution was included in Article 74 of the Constitution of Türkiye
                 with the constitutional amendment made in 2010, and was established with the Law No.
                 6328 that came into force in 2012. Since its establishment, the Ombudsman Institution
                 acts with the duty of protecting the rights of individuals against the acts, actions, attitudes
                 and behaviors of the administration that are against the law, equity, human rights and good
                 administration principles.

                 The full establishment of the rule of law is the most fundamental element in achieving the
                                               th
                 2023 goals, which is the year of 100  anniversary of the establishment of the Republic of
                 Türkiye, and realizing the vision for “a stronger and more prosperous Türkiye that produces
                 more value and shares more fairly”. For this reason, reinforcing the state-administration
                 approach based on the rule of law, that accepts the social order and respect for individual
                 rights as a principle, protects and promotes the fundamental rights and freedoms guaranteed
                 in the Constitution, and carries out an effective and efficient fight against violations of
                 rights and raising awareness of all segments of the society about human rights are the main
                 objectives of the Ombudsman Institution.
                 In line with 2023 goals, the Ombudsman Institution, which carries out its activities in the
                 light of the principle of “Let people live so that the state may live”, and with the belief that
                 “The best of all people are those who are the most beneficial to people”, has made significant
                 progress towards becoming an effective, preferred and well-known institution for seeking
