Introductory meeting of the "On-site Investigation Report on Human Rights
in Karabakh" (May 16)
The introductory meeting of the "On-site Investigation Report on Human Rights
in Karabakh" prepared by the Ombudsman Institution of Türkiye on 16 May 2022
was held with the participation of Chief Ombudsman of Türkiye Mr. Şeref Malkoç,
Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Ms.
Sabina Aliyeva and Ombudsmen Mr. Yahya Akman, Ms. Fatma Benli Yalçın, Mr. Arif
Dülger, Mr. Sadettin Kalkan and Ms. C. Özlem Tunçak.
Expressing that the purpose of this report is to observe the destruction caused by the
demolishment of cultural heritage on site, Mr. Malkoç stated that the State of Armenia
did not share with our Azerbaijani brothers, who wanted to return to their lands, the
maps showing the location of the landmines they hid in the Azerbaijani lands. In her
speech, Ms. Aliyeva stated that the evidence obtained as a result of the examinations
conducted in the lands of Azerbaijan that was liberated from the occupation, was
prepared as a report by the Organization of Islamic Cooperation Ombudsman
Association (OICOA). Ms. Aliyeva explained that they liberated their lands from the
occupation in 2020 after a 44-day war, that hundreds of thousands of our Azerbaijani
cognates, who were deprived of their homeland after many years, had the opportunity
to regain their lands. However, Ms. Aliyeva added that it is their most important duty
to call out to the international community and to make all necessary efforts regarding
the return of the rights of these people that were violated during the occupation period.
Ms. Aliyeva emphasized that Armenia continues the occupation process regardless of
international law and puts wellbeing and peace in the region in danger. She mentioned
that thousands of innocent people were killed in the first Karabakh War, and nearly 4
thousand of our Azerbaijani cognates, including civilians, have not been evacuated yet
because of this war.
