Within the framework of these sub-headings, many applications were received in 2022
regarding “Exams and related practices”, “Processes, actions and practices related to
students” and “Issues related to higher education services”. In 2021, the Ombudsman
Institution received a large number of applications in the field of education. Even
though the number of applications due to the problems caused by the pandemic, it can
be seen that the Ombudsman Institution kept receiving requests for additional time
and complaints regarding distance education applications in postgraduate education
due to the pandemic.

CASE SUMMARY

A Research Assistant at Istanbul Cerrahpaşa University lodged an application to
the Ombudsman Institution. He mentioned that he received the title of “Associate
Professor” as of 10.03.2021 in accordance with the relevant articles of the Higher
Education Law No. 2547 and Regulation for the Associate Professorship. Then he
submitted a request to the Centre for Assessment, Selection and Placement (ÖSYM)
Exam Officials Management Department via CİMER (Presidency’s Communications
Center) on 09.04.2021 requesting an update of his title.

During the examination and investigation process regarding this request, the Centre
for Assessment, Selection and Placement was invited for an amicable settlement. In the
reply letter, it was stated that, in the Attendant Operations System, title information
of academicians and Ministry of National Education personnel is obtained from the
infrastructure of Higher Education Information System (YÖKSİS) and Ministry of
National Education Information Systems (MEBBİS) system. However, in some cases,
the title of associate professor is not received from YÖKSİS Personnel Inquiry service due
to the staff status of some people with the title of associate professor. For this reason, the
Council of Higher Education granted access to the ÖSYM Presidency for the “Associate
Professorship Information Inquiry” web service, which provides information from the
database of the Presidency of the Interuniversity Board. While the title of associate
professor was not available on YÖKSİS due to the tenure status of the applicant, it
was seen that his title was updated as associate professor after accessing his personal
information with the newly built infrastructure system. As a result, the examination and
investigation process was ended with an Amicable Settlement Decision. 12
