8.1 APPROACHES OF ADMINISTRATIONS TO THE DECISIONS OF
THE OMBUDSMAN INSTITUTION
Undoubtedly, one aspect of the success of the Ombudsman is the implementation of
its decisions by the administrations. In this sense, looking at the examples in the world,
it is seen that the rate of compliance with the decisions is around 80-90% in countries
where democracy is strong, public participation in public activities is supported,
where the public is sensitive to the complaints of the people, where the protection and
strengthening of fundamental human rights are adopted as social values, and where the
Ombudsman has become a culture and is equipped with strong powers.
The first stage of the implementation of the decisions issued by the Ombudsman
Institution by the administrations is essentially the greater recognition of the Institution
by the public and the citizens, and the raise of an effective awareness.
In this context, by amending the directive of the Institution on the organizational
structure,
➢ Press Consultancy, which will play an active role in promoting and carrying out the
Ombudsman Institution's relations with the press in a positive way, in line with the
goal of "raising public awareness" about the Ombudsman Institution.
➢ Institutional Communication Department, which will ensure that institutional
communication to be functional with a more systematic and professional perspective,
both in the public, in public institutions, as well as in Non-Governmental
Organizations and other institutions, has been established.
The second stage of the implementation of the decisions of the Ombudsman
Institution by the administrations is the establishment of the Research, Follow-up
and Evaluation Bureau within the Strategy Development Department, with the
amendment dated 3 May 2017 in the above-mentioned Directive. This Bureau is tasked
with effectively following up on Recommendation, Referral, and Amicable Settlement
Decisions issued by the Ombudsman Institution, conducting annual report studies,
creating general/specific statistics regarding complaint applications and responding
information requests on this matter.
