                 7.19  TRANSPORTATION, PRESS AND COMMUNICATION

                 Transportation services are defined as the transportation of people, produced goods
                 or services from one place to another quickly, safely, comfortably, and peacefully, and
                 are accepted as an important indicator of development and economic power.  Press
                 services are accepted as mass communication tools that deeply affect the public’s
                 ability to get news and develop opinions. Finally, in the information technology and
                 communication sector, which is one of the most important industries of today, it is
                 seen that with the development of mobile communication and internet, significant
                 progress has been made in the development of technologies where networks and services
                 converge, and users get multiple services together.

                 CASE SUMMARY

                 In 2022, applications received by the Ombudsman Institution regarding issues such

                 as mail not being delivered to the recipient or being lost , unlawful notification of
                 the General Directorate of Post and Telegraph Organization (PTT), mails that could
                                           26
                 not be delivered to the address  being left to PTT Distribution Centers instead of the
                 nearest PTT Branch, the high costs of letters sent from prison, negative attitudes and
                 behaviors of PTT employees and mail distributors, opening of new PTT Branches or
                 installing ATM devices. 27

                 As a matter of fact, in an application lodged to the Ombudsman Institution regarding
                 the allegations that third parties accessed the documents related to the grievance
                 caused by the postal delivery officer not delivering the documents sent via mail to the
                 applicant. A recommendation decision was issued to the Administration to take the
                 necessary precautions regarding the matters such as the confidentiality and security of
                 the shipment and the delivery time in the shipping and distribution processes of the
                 mails. 28
