PROTECTION OF FAMILY

After the workshop on "Preventing Violations of Rights in Child Handover", which is
among the activities in 2018, OI prepared a "Special Report on Violations of Rights
in Child Handover and Poverty Alimony" in 2019, harmonizing the current practice
in our country with national and international legislation and preventing violations
of rights. In addition to the recommendations made by Ombudsman Institution
previously, steps that can be taken were discussed.

Case Summary

In the relevant application made to our institution, the project application made for
the second time within the scope of the 1002 Rapid Support Program, the panelists
who evaluated the project did not read the project fully, so given a lower score on the
grounds that there were no statements that actually existed in the project, and that the
details of some parameters that they did not undertake to do were not written and their
projects were not supported, in addition, in the appeal application made to TUBIMER,
in response to project criticisms, although they show that the project details which are
the subject of criticism, are on the relevant pages of the project text, on the grounds
that the issues stated in the objection do not eliminate the project rejection grounds,
complaints about the issues that were decided to be rejected and by examining the
evaluation method of TUBITAK panelists and the evaluation made by TUBIMER, it
was requested that the project in question to be evaluated by the experts in the field.

As a result of the examination carried out by our Institution; the evaluation process
of the project proposal of the applicant and the handling of the objection made after
the application and the evaluation process were carried out in accordance with the
procedure, it cannot be said that there is no objective evaluation, evaluations are based
on scientific grounds, the decisions taken are presented with justifications and more
importantly as it is understood that it is possible to resubmit the project proposal
by making the necessary changes and corrections within the framework of the issues
specified in the Scientific Evaluation Report conveyed to the applicant regarding the
said project proposal, on the grounds that the applicant's objection application is
not capable of eliminating the grounds for rejection in the project decision letter in
accordance with the fifth paragraph of Article 14 of the relevant Regulation, it was
rejected by the TÜBİTAK Objection Evaluation Board, and a Decision of Rejection
was given on the grounds that there was no violation of law and equity.
