Association. The Institution is always in contact with the International Ombudsman
Networks via correspondence and phone.
Bilateral Cooperation Agreements with Ombudsman Institutions of Other
Countries
Since its establishment in 2013, our Institution has signed ten bilateral cooperation
agreements. In this regard, this number has reached eleven with the last memorandum
of understanding signed with the Ombudsman of Uzbekistan in 2021. Other countries
that our Institution signed a memorandum of understanding include Niger, Ukraine,
Serbia, Bulgaria, Bosnia-Herzegovina, Azerbaijan, Russian Federation, Kyrgyzstan, Iran
and Djibouti.
5.3.1 Activities within the Organization of Islamic Cooperation Ombudsman
Association (OICOA)
Having 33 members, the Organization of Islamic Cooperation Ombudsman Association
(OICOA) held its General Assembly meeting in Istanbul on 19 November 2019.
During this meeting, the members of the Board of Directors were elected, and the
Chief Ombudsman of Türkiye has been elected as the first President of the Association.
The activities of the OICOA are coordinated by the EU and Foreign Relations
Department of the Ombudsman Institution of Türkiye.
In 2021, online training activities were conducted and abroad visits were realized.
Online Trainings
➢ Second Online Training Activity of the OICOA (January 2021)
On 27 January 2021, the second online training of the OICOA was conducted by
the Federal Tax Ombudsman of Pakistan. A group of experts from the Ombudsman
Institution of Türkiye and experts from other member countries attended the online
training on “Operations and Complaint Management Process”.
➢ Third Online Training Activity of the OICOA (February-2021)

The 3 training of OICOA was held on 24 February 2021 by the Commissioner for
Human Rights (Ombudsman) of the Republic of Azerbaijan. The topic of the training
was Azerbaijani Ombudsman’s mandate in preventing torture and other cruel, inhuman
or degrading treatment or punishment. In addition, the subtopic was Ombudsman’s
activities in armed conflict, fact-finding mission, Ad-hoc reports. Two experts from the
Turkish Ombudsman Institution attended the training.
