❖ Additionally, for this purpose, internship and training activities will be conducted to
increase the knowledge and experience of the personnel in equivalent international
institutions and ombudsman institutions.
❖ The task of monitoring the “Annual Implementation Report” stipulated in the
Action Plan on Human Rights will be fulfilled.
❖ Periodic special reports on penitentiary institutions will be prepared.
❖ The Manual on Good Administration Principles will be updated, and a citizen
version of the manual will be prepared and translated into foreign languages.
❖ A human rights guide handbook, which also will be available for foreign users, will
be prepared.
❖ Trainings on good administration principles and human rights will be organized for
public personnel. In this framework, the Ombudsman Institution plan to carry out
10 training activities in 2023.
❖ Promotional activities and organizations will be carried out for individuals, NGOs,
media and external stakeholders in order to increase institutional awareness and
spread the culture of seeking legal remedies. In this context, provincial meetings
will be organized in 10 provinces for groups consisting of provincial administrators,
media, NGOs and the public.
❖ Conferences will be held at 20 universities, and active support will be provided
to university ombudsman clubs by sharing knowledge and experience. The
Ombudsman Institution will concentrate on clinical studies for university students,
especially law faculties.
❖ Activities abroad will continue in order to spread the culture of seeking legal remedies
among the citizens living abroad. In this context, the Ombudsman Institution
plan to have activities in 10 countries. Activities will continue with international
ombudsman organizations, and 2 international conferences will be organized.
❖ Collaboration with NGOs will continue, and relations with public institutions will
be increased in order to reach amicable settlements to problems.
❖ In order to ensure the highest level of resolution of complaints, to meet
information and document requests as soon as possible, to increase compliance
with recommendations, the Ombudsman Institution has requested the Ministries
to appoint a Deputy Minister as the contact person for the Ombudsman Institution
in its correspondence with the Ministries. The Ombudsman Institution has received
feedback that the relevant Ministries have started to make appointments. In this
