12. TARGETS AND EXPECTATIONS
12.1 TARGETS FOR 2023

To achieve the 2023 goals, which is the year of the 100 anniversary of the Republic
of Türkiye, and to realize the vision of “Türkiye as a country that produces more value,
shares more equitably, is stronger and prosperous”, the full establishment of the rule of
law is the most fundamental factor. Therefore, the main objectives of the Ombudsman
Institution are to reinforce the management approach that is based on the rule of law,
adopts the principle of respect for the social order and individual rights, protects and
strengthens the fundamental rights and freedoms guaranteed in the Constitution, and
fights effectively and efficiently against violations of rights, and to raise awareness of all
segments of the society about human rights
In this context, in 2023, as the Ombudsman Institution,
❖ aims to conduct a special study on the impact of climate change on life and the
environment. For this purpose, the Ombudsman Institution plans to come together
with administrations, NGOs, the press and all the stakeholders to organize a
workshop and, as a result, to prepare a report and announce it to the public.
❖ aims to prepare 5 special reports in 2023. The priority of the Ombudsman Institution
for choosing special report topics is that they should be related to vulnerable groups
such as women, children, persons with disabilities, immigrants, and prisoners, and
which are issues that concern the general public such as education, health and youth.
❖ expects to receive around 25,000 applications. First trying the way of amicable
settlement, the Ombudsman Institution will resolve the applications it received, by
evaluating them in the context of law, equity, human rights and good administration
principles, and not exceeding the six-month examination and investigation period
specified in the Law No. 6328 on the Ombudsman Institution.
❖ will continue to hold trainings for the personnel in order to examine the complaints
more effectively and to finalize the complaint applications, which tend to increase
continuously, in an efficient and rapid manner. It is among the Ombudsman
Institution’s plans to carry out at least 21 training activities in 2023. Among the
planned trainings are the following:
o In addition to basic trainings for Assistant Experts, trainings on scientific research
methods, protocol trainings, public awareness and official correspondence
o Training of trainers for the expert personnel who will provide these trainings in
line with the Ombudsman Institution’s goal of providing training on human
rights and good administration principles for all public employees
o Information security and personal data protection training
