THE OMBUDSMAN INSTITUTION OF THE REPUBLIC OF TÜRKİYE

- Within the framework of protecting the best interests of the child and complying
with the principle of confidentiality in all actions related to the child, and preventing
secondary abuse of the child in the juvenile justice system, our recommendation on
the determination of an alternative notification method regarding the notification
that leads to rights violations in terms of children who are dragged into crime and
making legal arrangements on the subject in the Notification Law concerns all our
children who are dragged into crime.
- In order to carry out the oral examinations for the execution of public services
by competent and trained public officials, in accordance with the principles of
career and merit, objectively, and at the same time allowing supervision in terms
of authority, form, reason, subject, and purpose, our recommendation on the
information questions and answer keys prepared by the administration before
the oral examinations to be organised, measures taken by the administration
to explain the justifications for the scores given to the candidates who take the
examinations, and behaviour of the administration in line with the principles of
accountability, transparency, and impartiality, which are among the principles of
good administration, affects hundreds of thousands of candidates who take the oral
examinations of public institutions.
- Regarding the time spent by public staff in quarantine within the scope of Covid-
19 measures, our recommendation on making the necessary arrangements to ensure
uniformity in the practices of public institutions concerns approximately 5 million
people working in the public sector.

- Our recommendation on the addition of the provision “The lawyer assigned in legal
aid assignments will be paid the fixed lawyer’s fee determined for the work subject
to the assignment in the attorneyship minimum fee schedule in effect at the date
of payment” to the Article 7 of the Legal Aid Regulation affects approximately 150
thousand lawyers.

- Our recommendation on making the necessary arrangements to resolve the conflicts
between the legislation that provides free transportation to people with disabilities
and stipulates the payment of income support to private public transportation
vehicles and the law that regulates the authority of metropolitan municipalities
concerns approximately two and a half million individuals with disabilities.
- Our recommendation on making the necessary arrangements regarding stray
animals affects all animal lovers and people who are affected negatively by stray
animals in Türkiye.

- Regarding the exemption from the title deed fee and revolving fund fee in the
process of correcting the identity information in the land registry without any fault,
as a result of the correction, completion, and recovery of material errors conducted
