3.3 HUMAN RESOURCES
As of 31 December 2021, the Ombudsman Institution
comprises 272 staff including 153 permanent staff, 76
permanent workers, 9 contractual staff, 27 temporary
staff, and 7 temporary workers.
3.3.1 Recruitment of new assistant experts
Within the scope of the appointments to be made to the vacant Assistant Expert posi-
tions by our institution, the announcement was made on November 10, 2021 for
the recruitment of 20 assistant experts, 10 from the Faculty of Law and 10 from the
Faculties of Political Sciences as well as the Economics and Administrative Sciences.
Starting from the ones with the highest scores according to the score types specified in
the Public Personnel Selection Examination, the candidates who meet the conditions
were called for oral exam in December. The oral exams held on 27-31 December 2021
were recorded with a security camera and conducted in line with the principels of
transperancy, accountability and justice with the practice of drawing a question from
a glass jar.
3.4 RELATIONS WITH STAKEHOLDERS
The need to introduce the Ombudsman Institution of Türkiye within the right to apply
to the Ombudsman as well as providing information and guiding the citizens when
there are other ways of seeking legal remedies are of utmost importance in order to bring
the culture of seeking legal remedies to the desired levels for the society.
In this regard, the Ombudsman Institution of Türkiye assumes the role to introduce the
ways of seeking legal remedies effectively and to enroot the culture of rights within the
society. To this end, the Institution aims at raising the awareness of large segments of the
society about the fundamental rights and freedoms on the one hand, and introducing
to the citizens all the ways of seeking legal remedies, particularly the right to apply
to the Ombudsman, on the other hand. This will result in spreading the culture of
seeking legal remedies within the society and thus contribute to the recognition of the
Ombudsman Institution as well.
In addition, the Institutions activities towards promoting the culture of seeking legal
remedies through free and easy application decrease the workload on the judiciary. Due
to the low level of recognition of the Institution, the promotional activities that started
in 2017 and continued in 2018 and 2019 continued by using additional different
methods in 2020 and 2021, especially due to the pandemic.
In this regard, many activities have been carried out in 2021 including regional
meetings to spread the culture of seeking legal remedies and to raise awareness, on-site
