Chief Ombudsman Mr. Mehmet Akarca, Ombudsmen Mr. Abdullah Cengiz Makas and Mr. Özcan Yıldız, and the Secretary General of the Ombudsman Institution Mr. Mehmet Doğan met with the public in Ardahan within the framework of the program “The Role of the Ombudsman Institution in Resolving Disputes between Citizens and the Public Administrations.”

In his speech at the program, Chief Ombudsman Mr. Mehmet Akarca stated that the Ombudsman Institution is an independent and effective complaint mechanism affiliated with the Grand National Assembly of Türkiye (GNAT), which supervises all acts and actions of the public administration within an understanding of justice based on human rights. He emphasized that the Institution’s mission is to ensure that every citizen can access fair, swift, and effective public services.

“Complaint Applications are finalized within six months at the latest”

Underlining that no fee is charged for lodging a complaint to the Ombudsman Institution and that the Institution acts as a free advocate for citizens, Chief Ombudsman Mr. Akarca stated, “We act as a bridge between the administration and citizens. When our citizens face a grievance, they can lodge a complaint to us before going to court. Complaint applications are finalized within six months at the latest, with no fees or charges.”

Noting that complaints can be lodged to the Institution through multiple channels, Chief Ombudsman Mr. Akarca added, “You can reach us through our website, via e-Government, by email or letter, and even through governorships and district governorships. Children under the age of 18 can also directly lodge complaints to our Institution. We have an Ombudsman specifically responsible for the field of children’s rights.”

“The Ombudsman Institution examines the functioning of the administration in terms of compliance with law, fairness, and justice”

Highlighting that the Ombudsman Institution acts as the citizen’s free advocate, Chief Ombudsman Mr. Akarca stated, “To date, we have received 254,392 complaints, and in a very large proportion of them we have issued significant decisions in favor of our citizens. We have also provided direct guidance and legal support to numerous citizens. The people of Ardahan have also sought legal remedies with us in areas such as economy, taxation, public personnel, justice, and social services. The Ombudsman Institution examines the functioning of the public administration in terms of compliance with law, fairness, and justice.”

In his speech, Mr. Akarca added, “Listening to our citizens, acting as a bridge in producing fair and equitable solutions to the problems our citizens face, and making mechanisms for seeking legal remedies more understandable and more accessible for every citizen are our most fundamental and indispensable duties. I wholeheartedly believe that these meetings are of vital importance for cultivating, rooting, and strengthening the awareness and culture of seeking justice, which is indispensable to a democratic society, across our country.”
