On 23 January 2025, the Chairperson of the National Human Rights Committee (NHRC) of Qatar, Ms. Maryam bint Abdullah Al-Attiyah, and her accompanying delegation paid a visit to the Chief Ombudsman of Türkiye, Mr. Mehmet Akarca.

A Memorandum of Understanding was signed between the Ombudsman Institution of Türkiye and the National Human Rights Committee of Qatar to strengthen the relations and cooperation between the two Institutions.

Mr. Akarca delivered a speech at the Signing Ceremony, during which he expressed his condolences for those who lost their lives because of the tragic fire in Bolu Kartalkaya and wished a speedy recovery to the injured. He stated, “We are deeply saddened as a country, our hearts are heavy. The judicial authorities, administrative authorities, and all other relevant units of Türkiye are working tirelessly and conducting investigations in the region with all available resources. For this reason, as the Ombudsman Institution, we are planning to prepare a report on the measures that should be taken regarding this matter.”

“With the Memorandum of Understanding, we aim to provide the necessary support for world peace, humanity, our countries, and our citizens.”

Mr. Akarca declared that the Memorandum of Understanding will be signed to strengthen cooperation between the respective Institutions of both countries. He stated, “With this Memorandum of Understanding, we aim to establish cooperation between the respective Institutions of both countries in the field of human rights, conduct research, organize training workshops, seminars, and conferences, strengthen this cooperation at both national and international levels, prepare reports on the studies to be carried out by the states, and provide necessary support to our countries, our citizens, world peace, and humanity.”

The Chief Ombudsman of Türkiye, Mr. Akarca also emphasized that experiences will be shared mutually through the agreement between the Ombudsman Institution and the NHRC of Qatar. He added that joint training workshops will be organized and that the Memorandum will establish a strong cooperation, setting an example for other countries in this field.

Mr. Akarca continued, “For more than a year, humanity has been facing great pain and suffering because of the massacres in Gaza. The atrocities committed against the Palestinian people have occurred before the eyes of all the entire world. Regarding the establishment of the ceasefire, both Qatar and Türkiye, under the leadership of the Emir of Qatar and the President of Türkiye, have made significant efforts at the governmental and leadership levels. Within this framework, we would like to congratulate the people of Qatar, the Government of Qatar, and the Emir of Qatar for their contributions to world peace, particularly through their intensive diplomatic efforts in recent years.

May the memorandum we are signing benefit the people of both countries

Highlighting the strong cooperation between the Republic of Türkiye and the State of Qatar, Mr. Akarca stated, “We will further strengthen this cooperation through the work we undertake here. Of course, the deep bonds of friendship and brotherhood between our peoples are of great significance. At the same time, both the President of Türkiye, H.E. Mr. Recep Tayyip Erdoğan and the Emir of Qatar, H.E. Mr. Tamim bin Hamad Al Thani, who have demonstrated exceptional leadership in fostering this cooperation, have also played a pivotal role in ensuring its permanence.”

Emphasizing the progress made in not only the economic, political, industrial, tourism, and cultural sectors in Türkiye, but also in the legal reforms, Mr. Akarca added, “Today, the Judicial Reform Strategy Document will be announced by the President of Türkiye. I am hopeful that these reforms will address many of the challenges faced by our citizens. Furthermore, I trust that the agreement we are about to sign will bring significant benefits to the people of both countries.”

In her speech, the Chairperson of the NHRC of Qatar Ms. Maryam bint Abdullah Al-Attiyah, expressed her condolences to the people of Türkiye for the tragic incident in Bolu. She wished Allah’s mercy upon those who lost their lives and a speedy recovery to the injured.

Highlighting the extensive cooperation between Qatar and Türkiye across various sectors, Ms. Al-Attiyah stated, “There is cooperation in areas such as economy and politics. Our work has always been carried out in a special and collaborative manner. Of course, we plan to further develop these relations in the field of human rights and aim to expand them into even broader areas. Therefore, with the memorandum we will sign today, we will strengthen and advance our cooperation.”

Following the speeches, the Memorandum of Understanding for cooperation was signed.

Chief Ombudsman Mr. Akarca, together with Chairperson of the NHRC of Qatar, Ms. Al-Attiyah and her delegation, paid a visit to the Speaker of Grand National Assembly (Parliament) of Türkiye (GNAT), Mr. Numan Kurtulmuş, as well as the Chairman of the Petition Committee of GNAT and Deputy of Adana Ms. Sunay Karamık.
